Some provinces have more wealth than others so Canada has an equalization program whereby federal tax dollars are used to ensure that every citizen in Canada (regardless of what province or territory they reside in) has access to equal governmental services. (i.e. health care, education, etc.) With these equalization payments and the shifting of money from one place to another we have here in Canada what has come to be known as "have" provinces (where money flows out) and "have not" provinces (where money flows in). Newfoundland and Labrador (which joined the Canadian Confederation in 1949) has been hit hard by the collapse of the fishing industry. Newfoundland/Labrador also signed a "bad deal" with the province of Quebec whereby Quebec gets hydro power from the Churchill Falls (which is located in Newfoundland/Labrador) at a ridiculously low price and this contract will be in effect for years to come. Newfoundland/Labrador tried to reopen this contract but Quebec (backed by Ottawa) will have none of it. (not very neighborly I think) Then oil was discovered off the coast of Newfoundland (the Hibernia field) but the price of oil was such that this was not a lucrative prospect. Newfoundland/Labrador had become the poster province of the "have nots." Now, however, with the price of oil going ever upwards, Newfoundland/Labrador finds itself with a new found wealth. Ontario, on the other hand, has traditionally been Canada's wealthiest province (a wealth based on manufacturing) but with the new economic realities Canada's "have" province (Ontario) is becoming a "have not" province while Newfoundland/Labrador finds itself becoming a "have" province.
